There are different kinds of webbie.
and mostly are those that do not need payment.

001. co.nr domain
- you redirect your FreeWebs/Blogger site to that URL

002. Yahoo! GeoCities
is where you can make sites too

003. Freewebs/Blogger
it's the same as number 001, just your URL would be
www.freewebs.com/YOURURLHERE

004. Sub-Domains
you will be hosted by someone who OWNS a paid domain.
and you need to know a basic knowledge of PHP, CSS, HTML, and FTP

005. Domain
this is where you start paying. [:

www.forumwise.com
www.forumarena.com
forumwise will connect you to forumarena because of the site being full.

before u pay for anything make sure u are able to make a website with HTML and CSS.
